Hey EvoM,
I wanted to wait until paypal had a chance to look it over before I posted. I have tried to contact OnRails a ton of times with PM's, etc... No luck, no response to my IM's or anything. I purchased an HKS DLI II and an AEM Wideband from the member on April 22nd, 2008. Obviously I haven't received what I was waiting for and this is what I got out of PayPal:
We have completed our investigation of this case. We attempted to process a refund from the seller's account to your account. Unfortunately, the seller's account does not contain the funds necessary to cover this refund. We were able to recover $0.00 USD. We have taken action against the seller and are working to recover the remainder of your refund. We will contact you when we have more information. No further action is required of you at this time.

Besides the fact that I never received the parts I needed, I am now out $450. If anyone can get in contact or has any idea as to what my next step could be I would appreciate it. I have talked to PayPal and they are working towards finding a solution. I believe his name is James Quiggins. I don't care about the parts, all I want is my money back and I can't believe that someone on EvoM would stoop so low.

Don't worry Paypal isn't really trying to get your money back. That message they gave you is there solution. Paypal is no different than sending someone an envelope of cash. If you use a credit card to put money into your paypal account, then you might contact them and see if they can do anything.
