Under body squeal, not brakes

Under body squeal, not brakes
I have had the most irritating squeal under my evo lately. Hopefully somebody can help me figure out what it is.
It's definitely a moving part, because it only happens when going above 15 mph
I don't believe it is the brakes because when i press them, the sound does not change at all, it is a consistent squeal.
It also does not change with speed, except for right at about 15 mph when it is starting.
Not RPM linked either, I have completely cut off the car while moving and it still does it.
Also, i hear it ping off cars to my left, and curbs and other cars to my right, also leading me to believe it isn't the brakes, and something under the car.
Lastly, it doesn't make a squeal for the first mile or so on a cold start, only when it's been driven a bit.
Some sort of drivetrain noise?
It sounds almost identical to a squeaky belt, but under the car.
Can anybody think of what it could be??

I seemed to have had the same problem with my car. I opened my hood and sprayed water on and around my belt (while the car was idling) and found out it was my tensioner, I have about 90k miles on my car as well. Hope that helps = /
