Car wont boost more than 12 psi

I only floored it ONCE, hence the reason I found out about this. I just bought this car. It has a 3" buschur racing exhaust(no cat) aem gauges(tru boost/afr/oil pressure), ETS intercooler, mini battery kit and piping, forge recirculating valve, megan exhaust manifold..amongst others.

Just bought it. runs really well during normal weather. but when its freezing cold like its been the last few days its just been off. Should I also swap my plugs out?
yea it's been single digits in Utah, my car started to sputter under wot two weeks ago, this cold weather exposed that I had a coil pack going bad so I replaced it and it's fine now but I was still boosting over 12 psi

I had it run for codes. just says systems running rich, so yes i need a tune and figure out why im only boosting 12psi.
you beat me to it... he is usually the first to post in boost related issues. and to top that he usually post 5 or 6 times different ideas back to back to back, but he is very good and usually knows the answer.im pretty good at these issues since ive had every issue under the sun with boost problems so ill list everything i know of you should check.
first get the car tuned, but in the mean time things you can check without potentially damaging your engine.
1. Start by doing a boost leak check. i have had a few friends only boost to 12# from the j pipe gasket being blown or a faulty wga.
2. use an air compressor to check to see if the wga is working properly. it should open at 14# if the boost pills are in the factory lines
3. check to see if the boost pills are in the lines if you are not running a mbc with non stock vacuum lines.
4. check for excessive shaft play in the turbo. this would usually come with a smoke show if the turbo is blown.
5. check for a crack in your manifold. this will come with very slow spoolup and horrible boost recovery during shifts.
6. check for blown gaskets between the head and turbo which include the head to manifold gasket and the manifold to turbo gasket.
7. check for a clogged catalytic converter. usually comes with a cel.
8. not sure how you would go about testing the gauge since i have never owned an aem boost gauge but you need to try a mechanical boost gauge and see if its the gauge reading wrong.
8. do another boost leak test. you wouldnt believe how easy it is to do one and how many problems this will fix.
all of these can be done without the car running and risking damaging the engine. and again if you know or unsure if it needs a tune, get one and do not go wot until you do unless you have the money to rebuild after it blows up.
What does it boost to now? As far as the fuel cut do you think its overboosting now? If its missing that would sound more like a ignition /plug issue . Does the car feel like it falls on its face or a slight hesitation?

I'm boosting steady 19-20 psi. I adjusted the forge valve because it was fluttering a bit. If I'm wide open throttle it's a very violent shudder than picks back up, if I'm part throttle its less aggressive. I changed my plugs as they were fouled, I put .025 gapped bpr8es ngk's but still same issue.
When I installed my AEM tru-boost my car would only boost till 13 psi too. But then I figured out how to switch into mode A lol. Check to see if your gauge is setup to cut fuel at a certain psi. Whats your duty cycle and wastegate crack pressure set to?
