Could also be the waste gate flapper, i would not just turn up the boost when you get this resolved until you are tuned for it. Do a search on here, should be quite a few threads on this issue.
Could also have a boost leak, worn out clutch if you are having an issue around 4-5000 rpms.

How many miles on the car and do you have a cat on the car? The only reason I ask was this guy I know had a issue with building boost on his evo, and slowly he noticed his car was feeling weaker to the point that it only made 6#. Turns out his cat was clogged, swapped out to a test pipe problem fixed. Not saying this is your problem but you never no. Then again it can be other things.
Is this new or has it always been doing this since you've owned the car? If you recently bought it I'd guess a boost controller was removed and there are no boost pills in the vac lines going to the BCS.

^ I think Raptord is right. Check your boost lines by your WGA & j pipe. This is a very common problem for new Evo 8/9 owners.

Power cut at 5k. Only boosting 12psi
WOT at 5k the car sputter/losses power. Im reading it could be overboost but im only boosting 12psi how could that be? The car needs a severe tune, could that be it?
