Can anything else be done to this external surge tank setup to quiet it down?

Aside from suspending it from the actual surge tank itself, since it is still technically making contact, you're looking at about as quiet as you'll ever get that pump.

Ive had a external walbro on my 944 turbo I had and I just wrapped it with a old silicone coupler. Quieted it down pretty good.

Dynamat on the side that the pump sits on and on the inside of the skid plate, helped enough to make it bearable.
