He brought the Evo into the country in pieces and put it together. So its a Kit car and entirely registerable.

taking a car apart and putting it back together does not make it "entirely registerable"... if the right person sees it, they will take it away from him.... just like what happened with the Lotus Elise's about 2 years ago in Tampa.......

There is a guy here in South Florida with a left hand drive EVO VII, I think he bought it from Canada.

Evos are not sold in Canada.

Again, just because an individual was able to drive his Evo VII through a registration loophole, it doesn't mean the car is legal. The car is lacking important parts including emissions components that will make it very difficult to get it through an emissions/smog test.

You can legally register just about anything in Florida (this does not preclude you from having to be compliant with federal emissions laws) under the kit car provision. Lord knows I see enough facaca beetle kit cars to prove that...

There used to be smog testing in Tampa, but they did away with that years ago...
