Michigan Introduces Bill to Ban Most Aftermarket Exhaust Systems
Under a bill introduced in Michigan, a person who modifies an exhaust system to “produce noise in excess of OEM stock decibel levels” would be forced to pay a fine of $10,000 for each violation.
Way to go, Michigan!

It appears to still be in committee. There is no guarantee it gets out of committee.
It looks like right now in Michigan, an exhaust is only in violation if it exceeds stated decibel limits.
This bill does not appear to change that. It says that a "motor vehicle repair facility" cannot install a louder exhaust than stock. But if you, as an individual, wish to do so, I interpret this law to mean that you can, and you just have to obey the existing decibel limits. 707(c)4 and 707(c)5:
(4) A person, either acting for himself or herself or as the
agent or employee of another, shall not sell, install, or replace a
muffler or exhaust part that causes the motor vehicle to which the
muffler or exhaust part is attached to exceed the noise limits
established by this act or a rule promulgated under this act.
(5) A person shall not modify, repair, replace, or remove a
part of an exhaust system causing the motor vehicle to which the
system is attached to produce noise in excess of the levels
established by this act, or operate a motor vehicle so altered on a
street or highway.

SEMA does try to make things sound more ominous than they really are. They are a lobby group like any of the rest of them, trying to get money to justify their existence.
Cliff's notes... it has a long way to go before it becomes law and it's unlikely to really affect anyone who is capable of removing the two bolts on their OEM muffler.
Even if you truly believe they are "equally crooked", the two parties advocate different laws, and those laws affect peoples' lives. So, yeah, there is a difference. It might not affect you directly, but it affects someone.

I think WV might already have a law like this because I need a catback cut and they couldn't touch it on the car.
I pulled it off and took it somewhere else and told them it was for off road purposes but I would go on record saying it was a lawn ornament if it made them feel better.
