Emissions testing an VIII that has been out of commission
Got a friend that has an evo VIII that has not been driven for over a year due to a blown motor. So he didn't get emissions or renew his tags this year and it's pass due. With the new motor being built, how does he drive the car to a ready state, legally, and then renew the tags without being pulled over? He lives in Georgia.
