I wanted to remove the blue condoms. What I learned was that if you touch the bulbs they are toast. Any movement breaks the filiment of used bulbs. You need some new ones.

I know this is a old thread but thought that I would let everyone who was involved in the write up know that it was very useful.

I think there are two screws up under the dash lip. Remove those, drop the column and tip the cluster top towards you. Unplug the two harness connectors and place the cluster face down on a clean towel - the bezel scratches easily. On the back the bulbs twist out.

You should have a replacement bulb in hand plus a couple of spares before disassembly. Fix one and find the next one is out.

I don't understand the blue condoms on the OEM bulbs. Remove them for much better illumination.

Easiest way to take the cluster out is by pulling out your plastic trim where your mirror and ACD switch is.
LED parts are 3x T5 neo wedge for the tacho, speedo and temp.
1x 74 LED for the ODO,

If you want to do all your other switches while you're at it, you can use the 74 LED for your HVAC, cigarette plug and ash tray.
For JDM climate controls the LEDs are either T3 or T3 neo wedge.

For the ACD, headlight adjustment and foglight switch there is no part number for those, you can pull out the stock bulb and put in LED bulbs and use the stock housing, otherwise the closest part is T3 neo wedge.
