Can I just use ramps to do this (I'm lowered on springs)? Put a jack stand under the midpipe and downpipe, 4 bolts, and that's it, right?

I just want to know if ramps will do it?

 

Depends how far the ramps bring it off the ground.. and how skinny you are

I had no problems putting on a full exhaust with jack stands.

 

You should be able to do that. One problem I had with mine was that the cat would touch the heat shield. It didn't touch it just sitting there, but with engine vibrations I would get an awful rattle. I would check clearances before you take the car off the ramps. I used a sheet metal screw to hold the heat shield to the bottom of the car. Hope this helps. Oh, and you shouldn't need a jack stand under the downpipe, just the midpipe.
