Well my seatbelts are loose I have another set of seatbelts but they are locked in a position but they are not loose. I guess when you plug them back up they will unlock?

Yes, they should unlock once installed in the car. Some seatbelts require that they're actually bolted in, which depresses a small tab/pin. Not sure about Evos.
