only possible explanation I can come up with is that it allows air to flow through them, lets say if the driver has the drivers door window open, it will allow the air to have an escape path instead of just going into the car and causing drag. Having the freeflowing path from the drivers door window to the rear passenger window would eliminate some of the drag. This might be a long shot but its all I could come up with.

Many times when zipping the EVO around I'll put my driver's window down a little, and crack the passenger rear window. It creates a pretty reasonable (low(er) drag) cross airflow across my head. Seems to be the most comfortable without getting slammed with wind with the driver's window down a lot. This piece does probably the same effect, a little more effectively.
