I don't think so. That is a BOV you are hearing. Thsi guy is just running a lot of boost and a tight BOV, that flutters, but I sure he has surge ports and anti lag to prevent compressor surge.

It is not a good thing. But if a BOV is too tight and you are only on part throttle it can happen.
