Polish stain removal?

I have some splatter marks from polishing the hood on my windshield wipers, and was wondering how to remove them? It looks like the black is stained with white marks

You can do what i do every 3 years or so....remove, scuff them with a brillo pad, clean them, and paint!

peanut butter. (for real). it will pull the wax right out of any unpainted plastic.
