It's Plasti-kote Anodizit base coat and top coat. about $6 a can at Pep Boys.
resists heat to 500F, gas and oil resistant, very easy to apply, dries fast as sh*t.
If you have bare metal you can just use the top coat and it looks just like anodized aluminum.
I just used 320 grit wet sandpaper to scuff the paint on the peices, then base coat (x2) and top coat (x2). Took about 1 1/2hrs for all. (most of that was removing the peices).
I'm going to use it on my custom IC pipes I have in development too.

I was showing an old mechanic friend of mine my engine...he took one look and said, "That throttle cable has to be moved, it's so ugly right on top of the valve cover." In 2 seconds he popped it out of the fasteners and just flipped it back towards the firewall. No probs with throttle function and engine is totally unobstructed now. Was looking for a good thread to mention this in. Anyone else do it?
i think its like that because normally the throttle wire would have came from the left of the engine bay on the RHD Evo's, but now it comes from the right on the LHD Evo's and so that it loops around and has a straight line straight to the throttle body and not a quick turn and kinked up...

Here's my original post on the prefilter. Doesn't hinder air flow. Is water resistant.
