Front Eccentric Bolt

When adjusting the eccentric bolt on the strut tower, I've been told that "In" is -1 degree (towards the cabin) and "out" is -2 degress (towards the wheel).

Is this symmetrical on both sides of the car?

Basically, what I'm getting at is, if on the passenger side, "out" is -2, then for the bolt to be facing the same way on the driver side it would be "in" is -2?

Or was mitsubishi smart and provide two different eccentric bolts (flipped 180 degrees)?

Yeah, IIRC, different bolt heads - arrow pointing in = 1, arrow point out = 2. If I'm messing with these bolts I pull them out and look at the eccentric. It seems like whatever the project, I end up breaking either the strut or ball joint mount. With car work, bolts may travel from one side of the car to the other. Also the -1 and -2 is somewhat fiction. Think of it as more and less.

They are mirror image parts. So, the arrows should either both be pointed, or both be pointed in to achieve (mostly) even camber.

Very bizarre. I've double check everything.

With the bolts both facing in, and the coilover top plates at the same location, the driver side maxes out @ -3.2 camber and the passenger side maxes out @ -2.7 camber.

Anyone have an idea of whats causing this?
