Wastegate Preload?

So I've been having issues with my gtx3576r for quiet some time now and thanks to a couple of people here in the forum I finally figured out that the wastegate that came with The turbo was crap. I went out and got a Turbosmart wastegate with a 18psi spring. I put the wastegate on and notice that I'm only boosting 20psi. I'm on e85 so I should be boosting at least 26-27psi. My question is do I have enough preload? Shorting the arm a little more? Or do I get stiffer spring? I have an ebc by the way. I do have an air compressor and when I blow air into the wastegate it'll "crack" open at 18psi. I have it set to the standard preload which is 3 full turn.

What was your duty cycle at 20psi? Are you sure you don't have a boost leak. How much pressure can you hold just on the wastegate and no duty cycle?

Not sure about duty cycle but it's a 18psi spring. I'm pretty sure I don't have a leak, from what I can tell.

Also are you sure you have the wastegate connected the right way?

Yes I do. Theres only 2 ports 1 goes to the wastegate and 1 to the uicp. It hold boost fine it's just not making the psi that it should. I was probably tuned on a bad wastegate so somehow the new one it's to be tuned again.

Are you actually tuning boost via the ECU? An 18psi wastegate spring and the car is making 20psi of boost sounds like you're running 0 wastegate duty cycle.

After messing with the preload I was able to see 24psi but that's as tight is it'll go. I probably need a stiffer spring.

Are you tuning boost at all with the ECU?
