I just bought a 2004 rs and i love the machine.its my first evo and i have no words to describe how much fun the car is to drive, but i do have a question. it has a ractive boost gauge aem cold air intake, that already came with the car. I read that stock boost on the evo is 19psi, but my gauge only showing max boost at 11 psi. do you guys have any ideas what i need to do to get my car to produce 19 psi like it should stock. please help. here is a pic of the gauge.

Go into the how to section and look for Boost leak test. Very easy to do.

11psi is stock wastegate pressure. most likely whoever you bought the car from had a manual boost controler and took it out without replacing the stock vaccum lines for the stock boost control solenoid.

to check, unbolt the air intake box. underneith you will see some vaccume lines running from the stock solenoid to the turbo and wastegate. if these vaccume lines are all black and dont have white dashes or red ends you will either have to go to mitsubishi and get the stock vaccum lines or get a manual boost controller.

here is a pic of what the stock lines look like

+1 also pinch the ends of the vaccum lines. you should feel a small brass pill inside the end of each of the lines
