you should know if you have a 2 step. If your at a stand still and you rev up your motor and it dont go all the way to redline, then that should be your 2 step. I dont know if the 03 has one or not, but on mine the 2 step is at 5k rpm. Which means i can only rev up my motor to 5k rpm when im at a stand still, but the redline is 7800 rpm.

I'm sure that '03-'04 models have a rev limiter and not a two-step launch control. But yes with any flash you can add a two-step. My '03 currently has a two-step set at 6,000 rpms.

stand still, hit the gas to the bottom and hold it for a sec, if it pass, 7k let it go, it means you do not have one.
if it stays at certain rpm and bounes off it means you got one and your car was flashed before.
all 05+ came with REV limiter not RS's
ask some evo owners when you go on meet, or any shop that work on evo's. if they can set your rev limit by flashing your ecu, with laptop+cable, it will cost you probably nothing.

You have it on 03 and 04 evo's, it is just set above the rev limiter so basically no it is not setup from the factory.
It is an easy fix once you have ecuflash.
You just click the stationary rev box and set it to what ever rpm you want.
Works like a charm.
