Good luck in findin a cheap good car....i have a honda accord...got it for 3500 with just under 100000 miles on it....great condition....'95. You should look into those...they are great to start out in and easy to mod if you want to.

I used to have a '96 GSR integra that was a pretty good car easy to mod fun to drive etc (sold it for 5k with tons of mods) but no power compared to my evo. This site is primarly for Evo's and lancers so I would say 95% of the advice you get here is going to push you towards a lancer. You can get an ES for pretty cheap I saw them advertised a few weeks ago for 11,500 brand new with a 10 year 100k mile warrentee. payments on that would be under 200 a month not a bad lookin car if you ask me for that price range however if you can afford the ralliart its a lot more fun to drive.
