So...I take it you really didn't look around the forum that much before you posted that did you? Oh well...
www.roadracemotorsports.com They are manufacturing a turbo setup but for now, they are only doing installs in house, no kits available yet. Hopefully they'll follow soon. Look to spend $3000 + and be able to make it to Santa Fe Springs, California.

As well as the post above, www.buschurracing.com is under development of a Turbo kit for the US Lancer. The kit I believe will consist of a Mitsubishi 16G turbo with FMIC. But still under development, keep checking.

And let's not forget Doug's Dynopower who has apparently (I can only assume) pushed back their release from mid march.
I've heard claims of reliability issues with their DSM turbos, but I figured it's worth mentioning.
