a charge pipe is any intercooler piping that has pressurized air flowing through it. do you mean would an aftermarket charge piping add power???
If so, an aftermarket lower intercooler piping has been known to free up a few ponies. the upper intercooler piping not so much. But a metal one would stablize boost pressure.

actually when i installed my ETS FMIC with the lower pipe i ran it and nothing too noticeable as far as feel and A/F'rs. but when i got the UICP put in hours later my car ran extremely lean and it felt more powerful. Although i did get a shorter route UICP i would say that a UICP combined with LICP does free up lots of power..............just my opinion though
