ticks over up & down

ticks over up & down
on my
4 the revs will go where it wonts on tick over.
start car when cold - [ tick over at around 500 ] so i have to keep it in
after a mile it might tick [ 900 ]
when warm [ 1800 ]
when hot [ 1000 ] or [ 1800 ]
when standind still it will rev up and down [ 800 / 2000 ].
sometimes it will rev from 1000 upto 1400 then drops back to 1000 all of the time on its own
when driving - when i push the cluch in the car will drop and cut out or just stays in then it will go up to [ 1.1 ]
i have changed throttle body and a hks eids no change
