Fast shipping, missing parts from intake couldn't resolve so neutral rating

Purchased the shift knob rain guards and K&N intake. I paid 250 shipped as agreed promptly using PayPal and pay the PayPal fee.
I was pleased to receive my package is quickly. A couple days later I open the box with the intake and began to install it taking apart my car and following the instructions. I noticed three pieces missing from the K&N intake.
I notify the seller of the missing pieces one bracket that secures the intake to the car and holds it sturdy, and 2 npt hose adapter things that screw into the intake.
I had to purchase the parts separately costing me $15 and leaving my car in pieces for several days while I waited for them to arrive.
The seller told me that he sent me the bracket that came off of his car which was not the right bracket. It was the same bracket that I was supposed to take off my car OEM part to install the K&N bracket. I even sent him picture showing the wrong and right bracket.
He wouldn't reimburse me for the parts I had to purchase because he said I got a good deal already. I wasn't too happy about that mostly the inconvenience of thinking everything was all there and having to go out and order it.
Not alotnof money but if I were the other person I would have reimbursed the few bucks if I sold something that was supposed to be in working order.
Overall because of the quick shipping and the good deal, I left a neutral feedback. But could have been positive had he made it right.
Not a bad seller just could be better in my opinion.
