Thief!!! Part was shipped to him shows delivered, but says he never got it!!

There was a mix up in shipping, and he was sent the wrong item. The other member that was also sent the wrong item quickly shipped it back waiting for the item that was shipped to RIPSVTF. Fedex website shows item was delivered at RIPSVTF's house and he says he never got it!!! He clearly got it, and KEPT It!!! THIEF!
