Seller first sends wrong item to buyer, then notice the item is defective

So i bought this double pumper off of sean like last month. First of all he shipped the doublepumper to another member that bought a AMS LICP off of him. I figured ok mistakes happen so ill just contact the guy and tell him to kindly send it to me.
Week later i got the package. Open it up, everything looked ok. All items were included which were listed in the ad.
While hooking it up, I noticed one of the pumps wasnt even working. I even had shops like english racing look at it, and they said 1 pump was automatically gone, and the other was on its way.
Then i noticed the fuel level reader was all bent up so i had to replace that with my factory one. Overall i simply wanted to let sean know about this and he didnt even bother texting me once. He said he would pay me back for the shipping mixup and i never heard from him.
