sry to say it.. but u want cheap. light weight and looks mean as hell...

i would go with some "rota slipstreams" big with hondas. but still w/e. they are light and just have them painted whatever color u want, Mad cheap rims. go with the 17x7.5. i would say black. but u dont want it. (personally think it would look the best on a white car)

 

Its kinda hard to explain in text but....offset is how much the wheel (round cylinder part, not the spokes) sticks out or tucks in. You can have a high offset wheel that sticks past the fenders but if the spokes are designed bad it could still hit the breaks.

I dont know anything about the 08 lancers so I cannot tell you what offset would fit. Do you know what the offset is on the stock wheels? It should say on the back of the wheel.

 

Then lower it. I got 17's on my car, and I'm tucking!

But the 08 Lancer is a pretty big car. I would do 18's. But tires are not cheap on them.
