Shifting issues

Ok so i have a 04 lancer oz rally auto transmission. for some reason my car wont shift after i think 2nd gear. After stepping on the gas im able to get about 40 mph max before it drops to 20 and my engine revs. No shift just revs while staying a constant 20 mph. I can sometimes feel it wanting to shift but it doesnt so im trying to diagnose what the problem is.im not really a car guy whatsoever but im trying to learn so any help and patience is appreciated

Check fluid level
Atf should be hot and engine on in park.
Have transmission scanned for trouble codes.

Fluids are normal i had just gotten a tune up before this issue as well as a 20 point inspection. I read it could either be a shift solenoid or a input/output sensor

got the codes read today only code was p0733
