02 lancer ES check engine light NOT coming on

02 lancer ES check engine light NOT coming on
so the state of AZ just failed my 02 ES at emissions, not for the actual emissions of the car (thing passed with flying colors there) but for the check engine light not coming on when the key is put in the ignition
anybody have any idea how difficult this is to fix? its is a single bulb or one of those one piece dash module things that cost like 1000 bucks and you can only get from the dealer?
this is a freaking stupid problem to have

i removed the 2 screws and the bolt from the panel below the steering wheel, then removed the outer panel that holds in the gauge pod, and then the gauge pod itself. it doesn't come all the way out and the only way to get it out it to angle it (tilting the top backwards towards the engine compartment). i then popped the plastic off of the gauge cluster, and removed the plastic in the lower portion that contained the bulbs. my car doesnt have cruise control, but everything is there to have the light work, so i just swapped out all the unused parts from that section with the burnt out ones in the check engine light section (everything basically twists or screws out), and then carefully put everything back together. engine light works fine now
