Please see the images, the bolt was just laying there. I think its from that hole that I stuck it into in 2nd picture. Looks like just a mounting bolt?

Before I go plugging holes I want to make sure thats where it belongs? (it has a 7 on the head).

In the first picture I noticed the bolt missing before I saw the bolt laying down below. Where you placed it is the correct location for that bolt.
