Hard crank, No start

Hey everyone, I recently picked up a 2002 Lancer OZ Rally and it has a relatively new engine due to the previous owner spinning a bearing. It will not run but has compression, has spark but seems random and the fuel pump only kicks on while cranking. Also it will hit a random hard spot while turning over but will not hit that hard spot if I unplug the crank sensor (sorry if that didn't make sense just hard to explain). It is the 4g94 engine SOHC. It also threw a cam sensor code but it was recently replaced so I pulled the cover over the end of the cam to see how it looked and it had two pieces but looked built for three. Anything you would know helps thank you in advance! (P.S. If you happen to know what the piece that tells the cam sensor to fire on the end of the cam is and let me know that would be amazing)

If it's throwing a cam sensor code and the sensor tests good, I'd check timing.

The timing seems to be in correct. I was thinking it might be a broken wire from the cam sensor to the ecu. Is there any easy ways to check that?
