RPM's go up and down when turning?

Hi guys, new to the site with my 03 oz rally. I just got it and was wondering if when I'm parked with the car running if I turn my steering wheel, should the engine rev up?

It also does it if I'm pulling out into traffic and when I'm turning into a parking spot, it will rev up and down and then return to a steady idle. Besides that I love the car

Yes it is normal. It's just the power steering pump.
