Thanks. He sent me a pm saying that he will pay me for them once he has the money ( again ) and to stop bashing him on here I don't know how to respond. I mean I could be like ok you have 3 weeks to send the payment before I bring the subject back up and contact a mod but it's kinda too late to do that. I don't know what to do. Let me know if you're able to contact him and what you recommend . Thanks.

No, you did the right thing here. He needs to either make good on the original deal or reimburse the payment in full with haste. He's had more than enough time. Don't stop anything until the money or the parts are in your possession.
At this point, you owe him NOTHING. HE OWES YOU.

1. If you use paypal, use a credit card. Even if Paypal says no, dispute the cc transaction, your cc company will say yes always.
2. Buy from sellers with high ratings. You did this, but next time use a cc to pay for those items. If the dispute is found in your favor you get back interest fees and everything.
3. Post in the regional forums someone who lives close to him to go talk to him.

agreed also if you use paypal and dont use a CC, dont forget you have 45 days (IIRC) from the date of the transaction to file a dispute. whether its on here or ebay if I dont receive the item by the 44th day I file a dispute no matter if the seller claims the tracking number he sent me on the 43rd day is legit and that i "should" get the item in a week or so.
If the item arrives within the 10 days the buyer has to respond to the dispute I end it, otherwise I carry on to get my refund.

His dad was driving to the airport to pick him up, cruise set at 70 on the highway and BOOM!! Whatever happened, snapped a rod and took the entire inside of the block with it. The shop he brought it to drug their feet so he ended up getting the car running one day before he was due to report in. It took a month for the shop to put a head on a fresh block.
I live in a military town so I see the way people take advantage of military members a lot. Some bring it on themselves, but I don't think this was that kind of case.
