I would first create an account. It is both free and easy. This is held at Ripken Stadium.
Under "Event Search" choose Chesapeake Region>>Autocross

Registration closes 3 days BEFORE THE EVENT. Plenty of time and it looks like it's pretty bare in terms of registered participants at the moment.

The site is pretty self explanatory, but if you have any questions just ask!
