Anyone heard anything about this? Banning aftermarket exhaust in IL.

The Illinois legislature is trying to ban aftermarket exhausts. This bill was “under the radar” until the House passed it. Now it is fast tracked to be approved by the Illinois Senate before the legislature adjourns.

Call your Illinois State Senator, now, and tell him or her you oppose HB 2221. If you know your SenatorÂ’s name, or your district, just find the name or district number, click on the name, and get your SenatorÂ’s contact information.

AN ACT concerning transportation.

Be it enacted by the People of the State of Illinois,

3

represented in the General Assembly:

Section 5. The Illinois Vehicle Code is amended by adding

5

Section 13B-27 as follows:


6

(625 ILCS 5/13B-27 new)

7

Sec. 13B-27. Muffler or exhaust system modification;

8

excessive noise. A vehicle automatically fails the emission

9

inspection required under this Chapter if the vehicle, based on

10

visual observation, is equipped with a muffler or exhaust

11

system that clearly has been modified to amplify or increase

12

the noise of the vehicle.

so is this real? because if so...who's my Senator? I'll vote "no" for this. That is such a BS ruling. There's a lot of peeps who have exhausts/mufflers...so if everyone votes against this, it shouldn't be a problem. Then again look what happened with our last election....so who knows.

This law has strange wording that, to me, leaves loopholes.

A vehicle automatically fails the emission inspection required under this Chapter if the vehicle, based on visual observation, is equipped with a muffler or exhaust system that clearly has been modified to amplify or increase the noise of the vehicle.
Who's to determine whether the intent of the modified exhaust was to raise the volume? Most aftermarket replacements are louder, including common kits that flowmaster and magnaflow make, but their intent isn't to be louder, but to allow more efficient flow. What is "clearly modified"? Full exhaust? Axleback? Will canister mufflers be seen as clearly modified, while oval mufflers will be okay, even if the sound level is the same? This law is way too vague.

I agree. And would cops know if it's aftermarket or not. Does that mean factory option exhaust tips are out of the question...in that case everyone is in for trouble.

this law is dumb....plain and simple. Exhausts for volume...haha...that's ricer talk.

What if my POS 85 corolla happens to have a hole in the exhaust and the sound happens to be very loud...??

And how much money do you think the state would lose from banning aftermarket exhaust parts when every autmotive business caries them?

Sometimes I think the people who run this country have no IQ what so ever...

I have to agree with most of the comments people made. The burden of proof would be rest on the prosecution and all the owner of the vehicle would need to do is produce documentation showing the performance gains of the exhaust. At that point the bill loses all enforcement because the state would never be able to prove what a person's intent was even if they were only going for sound.

Even if this bill is made into law, the wording is so poor it can not be enforced because even a simple hole in a muffler would increase flow therefore increase performance. Someone probably just got their panties in a bunch because they heard a loud vehicle late at night. Much like the Indiana law that states a smoker cannot throw a cigarette out on the road (some member of the legislature got a little singed...)

Wow, it seems the state of IL has nothing better to do than rip on people who like to mod their cars.........what is this world coming to? Who's the Senator for Cook County? I'll definitely be giving he/she a jingle and tell them that I love loud exhaust and im not gonna get rid of it.

Vote against it.

This is general and I bet they will use this to fail most if not all cars that have an aftermarket exhaust. This is just a start to taking rights away

i guess they havent considered all factors such as loss of revenue for buisnesses selling exhaust hence them paying less taxes. also exhaust doesnt necessarily mean failing emission thats some BS

Being In Law Enforcement Gentlemen The Law Is Too Vague, The Specifics Are Not Specified, Therefore It Would Be Alomost Impossible To Enforce. The Income The State Would Lose Would Make The Bill Lose. Also What About Vechicles Who Modified Thier Exhausts Currently? Interesting To See Where This Goes.
