I don't think it is the norm, most of the guys in the TT group at Autobahn were good, and even when surprised by a car coming by them they didn't know was there didn't panic. All it takes is one though.
The one person I did ask about who did scare me the answer was, "Well, he had done so many days they figured he deserved to move up.." It made me cringe as an instructor, as a competitor, as a track day organizer.
I will also add that I think that HPDE 1-4 + TT is a great way to get people ready for wheel-to-wheel. Having instructed people at SCCA drivers schools with no track experience, one that hadn't even driven a car (just an Expedition) before his first session, I think that the graduated system is awesome for learning. Just make SURE that people are ready before competition, seperate competition from HPDE, and break it into two groups if the numbers are high. (25 cars per mile works for similar speeds, it doesn't for huge differentials)
