I was looking at this but its only made for the regular base lancers apparently but it looks like this bumper cap would fit the same on a Ralliart? Anyone know for sure?

It should not - nor would it do 'anything' - it is to make it 'look more like an EVO' or a RA...

That's a different product. That picture shows this one:

OP, if you want something similar to what you posted but that you're sure it will fit a Ralliart, go with that link I posted or this one:

That's a totally different thing both of those two links are for a front splitter which is the part on the bottom of the bumper the cap he is referring to is below the Mitsubishi Dimond.

Yeah, I dont want the splitter just yet due to worries about scraping it where i live, that will come when i move to a flatter area. but yeah thats a ralliart in the pic up there so I wonder why they dont list the bumper cover under the ralliart and just the base lancers. I'm thinking of ordering it and seeing if it will fit, if not ill ask them before i buy if they would take the return. On a side note, I have to screws in that section of the front bumper i want to get rid of, someone must have had a front plate there before i bought the car, thing is when i try to use a screwdriver to take them out, they just turn and turn, any ideas on how to remove these? I wanna use the cf cover to cover these holes once i get the screws out.

It is just screws in the plastic bumper cover (no nut plate behind them...)

Just pry gently with a butter knife to put pressure under the screw head as you unscrew.
