Problems dialing in FIC Blue Max 2150cc injectors

A friend put in an Aeromotive fuel pressure regulator and FIC Blue Max 2150cc injectors into a 05 JDM Evo 9 GSR. The FPR was set between 43 and 44 psi. The latency for the injector were dialed into best line up with the tables voltages preset points so that the cure would be preserved. Then we went about driving/cursing/WOT to dial them in. The good is that getting the trims close to 0% is easy but every time we restart the idle goes pig rich or horrifically lean. Please note before the restart, the idle (LLTFT) and cursing (HLTFT) would be pretty good. This has me oscillating between 1300cc and 2098cc for the injector scaling. I want to believe the best value is 1740cc but WOT runs way too lean no matter how fuel i add to the map. Likewise the latencies are jumping all over the place. Seeing as the afrs/STFT go off by 22-24% every time, I was thinking maybe it's an injector not firing properly (they all vibrate as if they are). But then I thought it may be fuel pressure regulator. I typically use both methods in Merlin's guide.

Any Ideas? I've dialed in several other evos before including my own. This is my first time with 2150 injectors. If anyone is wondering why such big 2150cc injectors. He rather not buy small ones just to have to upgrade later and he might run M85 on an alt map.
