The cheapest way to increase the compression will be to mill the head the second one will be to change the pistons (much more expensive)

I would think that pistons would be best for this. They can be machined easier for valve clearence. Either way this should be the last thing anyone does after all of the other N/A mods are complete. Changing pistons isn't like swaping out an intake. Turbo route makes so much more sence.
