CEL is related to the second o2 sensor. If your using a downpipe your cat is gone and you should get a CEL. This topic has been beaten to death over and over. Do a search, a cat delete is a cat delete, even when it is called a downpipe.

bypass the o2 sensnor output to 'forge' a 'good' input into the ECU. they sell some kits to do it. no one /w a manual has had the CEL trigger with the RA, that I know of. although, some have /w an auto.

mitsu cars run pretty clean, but prob not. im pretty sure that CA cars have a 2nd cat in the head, but US cars dont. maybe if get one of those, u could run the dp.....but then u have a more restrictive head...... not worth it

You'd probably be fine on the emission test, but if they do a visual check, you're screwed. Maybe if you got reaaalllllyyyyy lucky, you'd just have some idiot checking your car who'd confuse the resonator for the cat, but in all likelyhood you'll have to switch over to the stock downpipe before you go to get checked.

Every state is different. That being said, look into the local smog test procedures. Here in Nevada, cars 1996 and newer do not get a sniff check. The machine hooks into the OBDII port and looks for any codes. If you don't have any codes, and your idle RPM is good, you pass--no visual inspection either. As far as the check engine light goes, the code is triggered from the second 02 sensor reading a low catalyst efficiency. This is supposed to happen since the 1st cat is removed with the downpipe. There are two ways to correct this and make the light turn off. You could use the electrical version, which is tying in a resistor type device inline with the second 02 sensor harness, or you could do the mechanical fix, which is using two 18mm anti-spark plug foulers. (Search for the how to on this. Evo guys are using it.)

I have the manual RA with a bunch of RRM mods. My CEL came on the first time I started the car after the downpipe install. It went off after about 3 starts. Then it came back on again after about 300 miles. It has since been on for 1,500 miles.

No, because I called RRM and they said give it some time... I think though now, I'm going to reset the ECU this week.

I'll let you know what happens...
