What are these things on my rear bumper?

I bought my ralliart about 3 weeks ago. it's used with 12000 miles on it. But theres these things on the bumper and i have no idea what they are or were for. A couple of my friends said maybe a bike rack, or something to tie the trunk down to if you put something big in the trunk. Anyway, i figured i'd let you guys take a stab at it.

bike rack thing might make sense. are they holes or mounted rubber scratch/pressure guards? can't tell from the pic.

maybe you can put some speed racer type stuff in there like tire popping jacks or something!

They look like anchor points for a trunk-mounted bike rack. Rather than run the straps all the way under the bumper cover, you hook to those.

I think they're too small.
