OBDII Faults Codes???

Does anyone know how to retrieve OBD II Codes for a 04 ralliart without a scanner?? I know that in some cars you can obtain the codes either by SES light blinking or in the car odometer.

Some cars you can, the RA is not one of them. Lots of auto parts stores offer free code scanning.
