is it street legal in California? Cuz I'm driving there this summer and I don't want to run into any problems

 

No engine mod is legal in California unless it's CARB certified. That said, if you're not registering your car in Cali, then it doesn't matter.

No. The purpose of those checkpoints is for produce and smuggling, not car mods. Again, if your car isn't registered in California, then you're not required to follow CARB (California Air Resources Board) laws.

 

just buy an injen and call it a day. Its carb legal and it converts to short ram too.
