I was told they were called brush bars. I'm trying to find the bars that are put onto the front of the car and you can put lights on them, for some rally style
If anyone could point me in the right direction as to where I can find one for an 06 Ralliart that would be great! And if the name of the bar is even correct...

Yeah, you're looking for a light bar. A brush bar is something that covers the entire front end of a truck, including the headlights, and a bull bar is more sturdy/heavy than a light bar.

Probably not going to find a pre-made one for the non-Evo Lancers. It wouldn't be hard for a local fabricator to make one, though, as they're pretty simple. Should be able to do it with a single bent tube with plates on the end that you could bolt through the front crash bar. Or, you could try making one for an Evo fit.

I'm pretty sure that someone around here did a light bar once when he had his RA. He used to take it for rallying but then he got a subaru. I remember that it hung right in front of his bumper and could fit 2 Hella lights comfortably. If you make a search i'm sure you will be able to find it.
