If you feel comfortable with the car and price, then I say go for it.
The body work should be quoted though, cause you could be looking at $1500 worth of work.

1st : Disregard ANY comments from USA members about price. Their market is completely different than ours (they have 300 000 000 customers there, we only have 30 000 000 here). 3k here would buy you an empty RA shell maybe, that's it (old POS civic's from 1995 sell for that price where I live - Ottawa). Around here (QC), 06 RA's have insanely high resale value. Insane = 13-23k... I'd say check the market around you, find a couple of flawless RA's with low mileage to see the higher price range, then check 04 and 05's for lower. That should get you a price range. Then see if it fits, considering shape, mileage, maintenance done and to do, etc...
2nd : Definitely get a quote on that ding. You might be surprised how much you'd have to spend to get it fixed. Or try to find some parts from a member here, calculating shipping and repainting costs.
3rd : Huge spoiler and licenceless kids = beaten cars. I wouldn't trust anything he says, even if he said the car is white. The only true facts you will get about this car will be coming from you or from someone you trust who knows about cars. Not that kid driving a civic with big chrome wheels. Mostly someone who works in mechanics for a living, and not in his own driveway.
4th : Corroded battery terminals and tough starting might be connected. Unplug battery, then get those terminals clean with some WD-40 and some metal wire brush. Or maybe even steel wool (SOS pads might work). Make sure the inside of cable terminals and battery poles are clean.
5th : Having to press clutch fairly deep can mean 2 things : low clutch fluid pressure or worn out clutch. Clutch job = 1000-1500$
6th : I you don't trust the brakes, get them checked ASAP. They are the only thing between you going 100km/h and that deer in front of you. Or car. Or semi. Having brakes = staying alive.

Quick question: how much does a rebuilt statue car hurt it's resale value? The one I'm looking at today has 40k but rebuilt from an accident. I think door + window on one side. No details given since he is selling for his dad and will get more detail tomorrow.

Easy go threw the car and factor in costs to fix the items talking someone down is generally easy if you know what your talking about and most people put items for higher sale prices there is generally always a little bit of leeway at least.
If it's rebuilt, ask if they have pictures of the damage. I got mine with a salvage title and they showed me the damage it had to the front fender/headlight/and bumper and they also provided the state checklist to ensure everything was inspected and passed. In the US, they were asking $9800 and I talked them down to $6800 and it only had 52k miles.
I bought a remote on ebay for $15 and followed the keyless entry thread on here somewhere and took 5 min.

You can shift without the clutch. Not recommended but still doable. I was talking about engagement point. But w/e...
