06 RA Start-up issue?
That's not bad, I was expecting closer to $700.
So while on this topic, this may be ridiculous, but is there such thing as a performance timing belt? Like why not upgrade if it's getting swapped out already, right?

Been there done that.
If you're lucky, like i didn't know i was, valve damage could be minimal, best thing to do is verify for sure that the cam isn't moving, let's not get carried away just yet, get that cover off, but make the the wire harness and bracket don't get in the way.
It is interference, but when mine went, damage was minimal to the point i could have actually just replaced the T-belt, and started her up.

Reason i ask is because i usually work on Evolution's at the shop but a friend brought in a Outlander with the 4G69 that also split the belt and nothing at all was damaged .

okay first of all, make sure that the timing belt is the source of the problem. then you can worry about damage.
IF it is the timing belt than you'll want to get your valves as well as your pistons checked for damages as the valves may be bent which would cause you to lose compression or the pistons will have dent marks in them, not sure if that is a problem or not

I know wikipedia is often full of shyt, but this is just a quick search i just did. I have read it elsewhere, and in my case i don't know if it was do to with the cam angle, or engine rpm at the time it stripped, or what but others on this board were not so fortunate. And if you check i think page 2 of my rebuild thread, the pistons clearly made contact with the valves.
The car in the video sounds just like my old 4G63 Talon did when the timing belt stripped its teeth. The starter is working fine, engaging and spinning the crank, but without the timing belt turning the camshaft, it won't start because the valves are not opening and closing as they should.
Pull off your timing cover and see if the cam moves when you turn the crank by hand. I wouldn't risk further damage by using the starter.
If this is the case with your RA, and there is no other damage, consider yourself EXTREMELY fortunate. The 4G69 is an interference engine, like the 4G63.
When the belt in my Talon failed (at idle), I bent all the valves in the head, broke the head off one of the exhaust valves in the #2 cylinder, which trashed the head and put a hole through the #2 piston. And made that same whiir whiir sound when I tried to start it.
