bumber stuff

i recently got into a little fender bender...someone hit me, i got a new back bumber out of it, but the ground effects under the bumber seperated a little bit. the guy who worked on my car said that they are all like that. i'm a little p.o'ed about it. is this normal or was the guy just screwing me?

After a repair, the car should look like it did when it left the factory - anything less is unacceptable. When insurance pays for the repair it should look brand new. If you did not have this problem before the accident, you should not have it now.
