*Stock Turbo PSI Numbers*
Our turbo at 25 psi will make less power then the LARGER evo x turbo at 25 psi. A larger turbo can flow alot more air at the same pressure, which in turn allows for more fuel, a larger burn, which creates more power.
But no, upping our stock boost 1-2-3 -4 psi only will give us a bit more power, but not 40 whp to catch a stock gsr. If 1 psi = 40 whp, then that theory would mean our stock power would be 17.9x40. I wouldnt mind 720 whp but it seems slightly flawed doesnt it?

This is a custom tune, the car is still 100% stock down to the paper filter. It also has no boost pill upgrade yet.

Boost after tuning: 18.5 psi peak (3200rpm), tapering to 10 psi (7400rpm)
Boost factory stock: 17.5 psi peak (3400rpm), tapering to 9.5 psi (6500rpm)
This is making about the same horsepower as a stock Evo 10

223 whp is not the same power as a stock evo. Gsr's make 240 whp stock and 260+ torque.
Also, a custom tune, with only 1 pound of boost with have a few things.
a. a leaned out fuel mixture from the rich stock mixture that in itself makes more power.
b. more timing advancement over the stock timing which is again, magically makes power as well
and c. a boost pill isnt needed to make more boost. I have NO boost pill, no stock one, no aftermarket one, and i hold 23 until redline and drop to 18.

I'm using the stock turbo with a Greddy Boost Controller which has both a LO and HI boost mode. In LO mode I hit 25 psi at which point the Greddy cuts boost by 10%. In HI mode I hit 28.5 psi and there's a 10% safety cut there too. I have to feather the throttle in HI mode to keep it under 28.5, whereas I can use WOT in LO mode without hitting the Greddy limiter.
I'd also suggest getting a better boost controller, aka OEM.
