Engineers in Perth

I'm transplanting a GSR engine into a '94 CC GLXi Coupe. Does anyone know exactly what I have to do to get my car licensed (and LEGAL!!!) in WA? Do I need an engineer's report?
The engine is essentially standard, slightly larger capacity (due to the cylinders being honed), forged pistons, balanced and shot peened rods, with a standard cam. Brakes are GSR discs all 'round. I'm tossing up whether to get a front mounted intercooler now or just stick with the pissy GSR one... My thoughts are that I should get the bigger one first and then specify it as a mod when I get it licenced, that way a cop can't bust me for having it modified later as I'd already have the paperwork. Could I get it passed with a front mount and custom piping? Will I need an engineer for this? How much do they cost? Where do I find one in Perth?
Also, what's the deal with engine management? I've heard it's illegal to use an adjustable computer - This sounds pretty stupid, as an Altronics or something similar would be heaps safer with traction control and variable boost in each gear... what's the story there?
And finally, would a 3" exhaust be legal? I'd hate to spend the $$$ on a custom exhaust only to find I can't get it licensed. That would suck
From what I can figure out if I put a stock standard GSR engine in I don't need an engineer, but if I mod it in ANY WAY I need a report. Is this correct? I've tried asking the RTA but they would have to be the most unhelpful bunch of crusty geriatric grandmas I've ever seen. And they smell funny.
Any help would be much appreciated - Who do I talk to? I want someone that KNOWS the law and it's requirements rather than what you've heard from your mates. I'm after reliability mainly so the intercooler / variable boost idea is pretty appealing, but if the RTA would prefer me to drive a wheelspinning death-trap then so be it.

Grover man, good luck.. there is a ****load of paperwork involved.. firstly, have you been to the RTA and filled out a Request to modify form ?

if so, then ask when you hand it in, can you please give me a list of engineers, and theres a bout 10 or 12 in perth and WA that can help..

i think you may get a let back on that 3inch exhaust, but all you do is keep your stock exhaust on for the Pit Session, then when you go home, hook it back up with the bigger exhaust * may sound hard and tiring, but man, too passed you have to have a quiet car*

theres so many questins and answers.. you'll get a headache

all i can say is, whatever you send to the RTa in paperwork, always copy it.. cause you may not get some back.. and if they ring and ask questions, you gotta have it with you..
