uh...full bumper replacement bodykits aren't legal either. most of the products we put on our cars are for offroad use only.

DriftRunSir this is not the US, the regulations vary from state to state here and if you actually looked up the various legislation on the issue, you would find that your example of full bumper replacements are actually quite legal. Yes I do agree that some things we do to our car may not be all above board, but there are also right and wrong ways to modify a vehicle. I know that every vehicle I have owned have been 100% legal for the street.
